Cut the slope, prep the footing, set the drainage behind the wall — retaining wall earthwork on Clark County's sloped lots and rural parcels, done right before the blocks go in.
Retaining wall excavation covers everything on the earthwork side: the cut into the slope, the footing trench at the base of the wall, the compacted crushed rock base that the first course of block or stone sits on, the drain rock layer that runs behind the wall, the perforated pipe that carries water out from behind the wall, and the backfill once the wall crew has finished their structure. That is our scope.
What we do not do is construct the wall itself on engineered structures. Laying block, pouring a concrete wall, placing boulders — that is a separate trade. Our job is to give the wall crew a prepared, drained, stable base to work from, and to handle the backfill sequence properly once they are done. On smaller landscape-scale walls the same crew sometimes does both, but for anything with structural requirements or that needs engineering sign-off, the wall construction is a separate contract. We'll tell you upfront where that line falls on your job.
The drainage work behind the wall is not an add-on or an upgrade. It is the wall. We go into that in the next section, because it changes how you should think about what a retaining wall project actually costs.

The short answer: any time a slope creates a grade difference that isn't stable on its own. A cut bank behind a new driveway that would otherwise erode. A yard regrade that creates a sudden level change. A building site on a hillside parcel where the excavated face won't hold without support. A commercial pad that steps down to an adjacent property. These are the common situations.
When does a property NOT need retaining wall excavation? If the grade difference is small enough to handle with a simple slope and groundcover, that is usually the cheaper and more durable solution — a wall is a structure that requires maintenance, can fail, and has to be permitted and engineered at certain heights. We are not in the business of selling wall excavation on jobs where a graded slope handles it fine. We will say so.
Height is the threshold that changes everything. Walls over a certain height require engineering review and a building permit. We will not quote you a specific height number here because the threshold is set by the local jurisdiction and those numbers can change. If the wall you are considering is anything more than a low landscape feature, call Clark County or your city's building department and ask for the current threshold before you commit to a wall height. Getting that wrong costs real money — a wall that required a permit and didn't get one has to be removed or brought into compliance, neither of which is cheap.
On slopes like those around Camas at 712 feet, Yacolt at 709 feet, or Hockinson at 387 feet, the grade is steep enough that walls are often necessary just to create a usable building envelope. The flat ground closer to the Columbia — La Center at 52 feet, Salmon Creek at 49 feet — has different problems: water that collects rather than runs. Both situations call for wall excavation, but the drainage design behind the wall is different for each.

We start with the locate. White-line the excavation boundary, submit utility locate notice under RCW 19.122.030 — not less than two and not more than ten full business days before the work-to-begin date — and wait the statutory period. We handle this ourselves on every job. A general contractor can legally give the notice, but Washington keeps legal responsibility on the excavator, so we don't rely on someone else's call.
The cut comes first. We open the slope to the line the design specifies, cutting back to create the working face the wall will eventually hold. The cut has to be stable enough to work in front of safely — on taller walls that sometimes means benching the cut rather than going straight to finished depth in one pass. Material that comes off the slope either goes to a stockpile for backfill use later or leaves the site, depending on whether the native material is suitable.
The footing trench runs along the base of the wall alignment. Depth and width come from the design — or, on smaller landscape walls without formal engineering, from the block manufacturer's installation requirements. The trench bottom gets compacted and we bring in crushed rock for the base layer, compacting it in lifts. The goal is a flat, firm, level base so the first course doesn't rock or settle unevenly. A wall that starts crooked gets worse as it goes up.
Drain rock and perforated pipe go in behind the wall as it goes up — that coordination happens between us and the wall crew. We do not backfill behind the wall with native material until the drainage layer is in place and the perforated pipe runs to a daylight point. This is the step that most wall failures trace back to when they didn't happen. More on that below.
Backfill goes in lifts behind the completed wall, compacted at each lift to the specification. Over-compacting directly against the wall face can damage it; under-compacting leaves settlement problems. We use equipment sized for the working space, which on tight hillside sites often means a compact machine working in a confined area rather than a full-size excavator pushing from above.

Clark County's elevation spread — from 49 feet at Salmon Creek to 712 feet in the Camas benchlands — means real grade on a large portion of the residential parcels we work. This is not a county of flat yards. Camas and Yacolt sit on benches where a modest parcel can have 20 or 30 feet of grade change from the street to the building envelope. Mount Vista at 230 feet borders Salmon Creek at 49 feet, which is a 180-foot drop over a short horizontal distance. Hockinson at 387 feet has long slopes with natural drainage that can move fast after a winter rain.
All of that slope is also a reminder of why the drainage behind a retaining wall is not optional. Water moving downhill accumulates behind a wall that doesn't have a clear path out. Hydrostatic pressure — the weight of water-saturated soil pushing against the back of the wall — is what tips walls over. The wall material itself is almost never the weak point. You can build a wall out of concrete block, poured concrete, or stacked stone and it will still fail in wet ground if the water has nowhere to go. Drain rock, filter fabric, and a perforated pipe running to daylight are not upgrades. They are the wall.
This matters more here than in a drier climate because the rain window in southwest Washington is long. Rain falls through fall, winter, and spring and generally doesn't stop until around mid-June. A wall installed during that window is dealing with real hydrostatic pressure almost immediately. One installed without drainage in a climate that gets dry summers still gets six months of wet per year. We do not leave drainage out of retaining wall prep work in Clark County. The ground is too wet for too long.
Permits in Clark County follow the same incorporated-versus-unincorporated split as everything else. Vancouver, Camas, Washougal, Battle Ground, Ridgefield, La Center, and the town of Yacolt each issue their own building permits. Unincorporated Clark County — which covers a large geographic share of the county — is permitted through Clark County's building department. If your wall requires a permit and engineering, confirm with the right agency before committing to a design. The engineer's drawings have to satisfy the reviewing agency, not the other way around.

Most retaining wall excavation and base prep in Clark County falls within the $1,500 to $6,500 range for residential work. Where a job lands in that band depends on four variables: wall length, wall height, how much slope needs to be cut to create the working face, and how restricted the site access is.
Height matters in two ways. More height means more cut, more footing depth, more drain rock behind the wall, and more backfill to manage. It also means a higher likelihood of hitting the threshold where engineering and permitting are required — which adds cost and lead time outside our scope but affects the total project budget you need to plan around.
Access on hillside lots is the variable that most often surprises people. A slope that makes a retaining wall necessary is also a slope that makes getting equipment into position harder. Tight sites often require a compact excavator rather than a full-size machine, and that changes the number of machine-hours required. We look at access before we quote. If the job is on a steep hillside with no flat staging area and a narrow approach, we will say that and price it accordingly rather than discovering the constraint on the first morning.
We don't quote per-block or per-linear-foot prices for excavation work, because the cut and drainage prep behind a short tall wall costs more per foot than behind a long low one. The number that matters is the site visit number, not the rule-of-thumb number.

Not on engineered structures. We do all the earthwork: the cut, the footing trench, the compacted base, the drain rock and perforated pipe behind the wall, and the backfill once the wall crew is finished. The block laying, concrete work, or stone placement is a separate trade. For small landscape walls the same crew sometimes handles both sides, but if your wall needs an engineer's stamp, the wall construction is a separate scope. Rain saturates the material behind the wall, the water has no path out, pressure builds, and the wall goes. Drain rock, filter fabric, and a perforated pipe that runs to a daylight point are not extras. They are structural elements. In a climate that gets six months of rain a year, we don't leave them out.
It depends on wall height, and the threshold is set by the local jurisdiction. We won't give you a specific height number because those thresholds can change and vary between agencies. Call Clark County's building department or your city's permit counter and ask for the current requirement before committing to a wall height. Getting it wrong means a wall that has to come down or be brought into compliance after the fact.

Usually, but access is the first thing we look at before pricing. A steep site often means a compact excavator working in a confined space rather than a full-size machine, which changes the cost. We check the approach, the staging area, and whether a lowboy can get on and off the site without tearing up the access. On lots where access is genuinely severe we'll say so up front rather than showing up and discovering it.
